§ 34-145. Specifications.
Utility cabinets may be either pole-mounted, ground-mounted or installed underground. There shall be only one utility cabinet per location; however, co-location in the same cabinet may be permitted if approved by the city planning commission.

Pole-mounted utility cabinets shall not exceed 30 inches in width, 12 inches in depth and 72 inches in height, and shall be mounted a minimum of 12 inches above grade.
(2)
Ground-mounted utility cabinets shall have a maximum height of 66 inches and shall not exceed 80 cubic feet in volume, not including a meter box. The meter box shall not exceed 22 inches in width, nine inches in depth and 42 inches in height. The ground-mounted utility cabinet and meter box shall be mounted on a concrete pad that is not to exceed 100 square feet.

Underground utility vaults may have a ground-mounted utility cabinet with a maximum height of two feet and a volume that does not exceed 72 cubic feet, not including a meter box. The meter box shall not exceed 22 inches in width, nine inches in depth and 42 inches in height.
(4)
Utility cabinets shall not display any advertising.
(5)
Utility cabinets in the public right-of-way shall be mounted with their width parallel to the street.

In historically sensitive areas within the city limits the planning commission may require landscaping and or screening surrounding the utility cabinet. In such case, the city planning commission must approve any proposed landscaping and or screening. The owner of the utility cabinet shall maintain and replace any plant material installed pursuant to this sub-section as needed. Fences and hedges within residential zones shall be installed and maintained as provided in article IX of chapter 26 of this Code. Such sensitive historically areas shall include, but not be limited to, boulevards, city parks and historical districts.
(7)
Each utility cabinet shall clearly display on the front of the cabinet, a plaque or sign no larger than four inches by six inches which shall indicate the owner's name and emergency telephone number.
(8)
The utility cabinet number shall be displayed on the cabinet. Such numbers shall not exceed two and one-half inches in height.
