§ 106-407. Meters generally.
(a)
All water service shall be metered, except water supplied at a flat rate, which water may or may not be metered in the discretion of the water department. There shall be a service charge for the installation and use of meters as established by the city manager, subject to the approval of the city commission.
(b)
When meters are required, they shall be of an approved type to register in cubic feet and be furnished and installed by the water department and shall remain at all times the property of the water department. Meters shall be sealed when installed or changed. Seals found broken or tampered with shall subject the user to provisions of section 106-413 and Act No. 328 of the Public Acts of Michigan of 1931 (MCLA 750.282, MSA 28.493).
