§ 106-406. Stop cocks and shutoff boxes.
(a)
There shall be a brass stop cock in each service connection under the exclusive control of the water department. The stop shall be placed in the pipe 18 inches outside of the sidewalk line, and no person not a direct employee of the water department shall open, close or otherwise interfere with such stop cock; provided, however, that licensed plumbers may shut and open stop cocks in emergency cases when authorized by the superintendent. Such stop cock shall be provided with a box or tube sufficiently large to afford ready access for turning on or off the water. The top of each box or tube shall be placed on a level with the grade of the sidewalk or alley and have an iron cover or cap suitably attached with the word "water" upon the cover. There shall be an additional stop cock or meter shut-off placed in every service pipe and located at the first suitable point beyond the street or alley limits to enable the consumer to turn off the water in case of accident on his premises.
(b)
Whenever two or more consumers are connected to the same service pipe, a stop cock and shutoff box shall be installed on the city side of the property line for each individual consumer.
