§ 86-1. Littering public or private property.

(a)

No person shall place, throw, or otherwise deposit any trash, litter, or waste material of any kind in or upon any street, highway, alley, or other public place or upon any public property, except where placed in containers furnished for receiving such material or where placed for removal in accordance with the applicable provisions of this chapter.

(b)

No person shall place, throw, or otherwise deposit any trash, litter, or waste material of any kind on the grounds, premises, or within a refuse container or dumpster of another without the specific permission of the owner thereof.
