§ 62-32. Duties and responsibilities of the director of the building inspection department.

  • The duties of the director of the building inspection department shall include, but not be limited to the following:

    (1)

    Review all development permits to assure that the permit requirements of this chapter have been satisfied.

    (2)

    Review permits for proposed development to assure that all necessary permits have been obtained from those federal, state or local governmental agencies from which prior approval is required.

    (3)

    Notify adjacent communities and the state department of environmental quality (DEQ) prior to any alteration or relocation of a watercourse, and shall submit evidence of such notification to FEMA.

    (4)

    Assure that maintenance is provided within the altered or relocated portion of the watercourse so that the flood-carrying capacity is not diminished.

    (5)

    Verify and record the actual elevation, in relation to mean sea level, of the lowest floor, including basement, of all new or substantially improved structures.

    (6)

    Verify and record the actual elevation, in relation to mean sea level, to which the new or substantially improved structures have been floodproofed.

    (7)

    When floodproofing is utilized for a particular structure, the director of the building inspection department shall obtain certification from a registered professional engineer or architect.

    (8)

    Where interpretation is needed as to the exact location of the boundaries of the areas of special flood hazards, for example, where there appears to be a conflict between a mapped boundary and actual field conditions, the director of the building inspection department shall make the necessary interpretation. The person contesting the location of the boundary shall be given a reasonable opportunity to appeal the interpretation as provided in this section.

    (9)

    When base flood elevation data has not been provided in accordance with section 62-4, then the director of the building inspection department shall obtain, review and reasonably utilize any base flood elevation data available from a federal, state or other source, in order to administer the provisions of sections 62-56, 62-57 and 62-58.

    (10)

    All records pertaining to the provisions of this article shall be maintained in the office of the director of the building inspection department and shall be open for public inspection.
