§ 54-76. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Compost means the dark, crumbly and earthy-smelling form of decomposing organic matter (yard waste, fruit and vegetable peelings, coffee grounds, etc.), also called humus.

    Compost bin means a receptacle for a compost pile designed and constructed to facilitate composting.

    Compost pile means an accumulation of compost.

    Composting means the natural reduction of organic waste to humus.

    Demolition debris or scrap building materials means all types of debris resulting from building demolition or construction including, but not limited to, lumber, shingles, mortar, concrete or cement, nails, screws, bricks, mortar, cinder blocks, plumbing materials, electrical wiring or equipment, heating ducts, or similar materials or equipment.

    Disabled motor vehicle means any motor vehicle, or parts thereof, defined in section 74-201 of this code.

    Garbage means all types of rejected food wastes, including animal, fruit or vegetable matter, used or intended for food, or that attends the preparation, use, cooking, dealing in, or storing of meat, fish, fowl, fruit or vegetables.

    Refuse means all types of materials to be discarded, such as wrappings, cartons, crates, packing materials, rags, broken glass, crockery, waste paper, ashes and sweepings.

    Yard waste means leaves, grass clippings, vines, downed tree limbs, branches and brush. Yard waste does not include compost which is collected and processed in accordance with section 54-80.
