Pursuant to the provisions of Act No. 197 of the Public Acts of Michigan of 1975 (MCLA
125.1651 et seq., MSA 5.3010(1) et seq.), as amended, there is hereby adopted by reference
the downtown development plan and tax increment financing plan as adopted by the downtown
development authority and approved by the city commission at their meeting of January
8, 1996, and provided further that the description of the development area boundaries
are as follows:
Block 44, the south 30 feet of vacated Fourth Street adjacent thereto and the west
30 feet of vacated North Monroe Street adjacent to Lots 1 through 4 of said Block
44; all being in the Plat of Lower Saginaw, City of Bay City, Bay County, Michigan.
