Pursuant to the provisions of Act No. 197 of the Public Acts of Michigan of 1975 (MCLA
125.1651 et seq., MSA 5.3010(1) et seq.), as amended, there is hereby adopted by reference
the downtown development plan and tax increment financing plan as adopted by the downtown
development authority and approved by the city commission at their meeting of January
8, 1996, and provided further that the description of the development area boundaries
are as follows:
Lots 1 through 8, the north 48.5 feet of Lot 11 and all of Lot 12, Block 35 and the
vacated 20 feet wide alley in said block except the west ten feet of alley adjacent
to Lots 9 and 10, and the south 1.5 feet of Lot 11; the west 75.45 feet of Lots 7
through 12 of Block 36; Block 45, including that portion of Boutell Place in said
block and the 20 feet wide alley in said block; Block 46 and the vacated 20 feet wide alley in said block; all that portion of Fourth Street
lying between the west line of N. Madison Avenue and a point 144.55 feet west thereof;
vacated N. Jefferson Street lying between the south line of Third Street and the north
line of Fifth Avenue; vacated Fourth Street lying between the east line of Adams Street
and the west line of Boutell Place; all described properties are located in the Plat
of Lower Saginaw, City of Bay City, Bay County, Michigan.
