Pursuant to the provisions of Act No. 197 of the Public Acts of Michigan of 1975 (MCLA
125.1651 et seq., MSA 5.3010(1) et seq.), as amended, there is hereby adopted by reference
the downtown development plan and tax increment financing plan as adopted by the downtown
development authority and approved by the city commission at their meeting of October
1, 1990, and provided further that the description of the development area boundaries
are as follows:
An area including lots 1, 2, 3 and 4, block 55, Lower Saginaw, according to recorded
plat thereof (commonly known as 409 Center Avenue and 407 Fifth Street, Bay City,
Michigan); lots 7, 8 and 9, block 55, Lower Saginaw, as per plat recorded in Liber
1 of Plats at Page 4 of Bay County Records; and the area beginning at the southeast
corner of lot 7, block 55, Lower Saginaw, thence north 150 feet, thence east 20 feet,
thence south 150 feet, thence west 20 feet to the point of beginning.
