Pursuant to article 15 of the Charter of the city, section 15.2, the police and fire pension plan and retirement system is hereby amended to provide
to non-union members of the police department who are members of the retirement system,
benefits which are consistent with the benefits which are afforded through collective
bargaining to members of the Fraternal Order of Police Lodge #103, Patrol Officers
and Special Duty Officers, or to members of the city police officers labor council,
command officers unit, whichever be greater.
