§ 18-81. Findings and purpose.

  • This article is enacted to help protect the public health of residents and visitors to the city. Specifically, this act is intended to minimize the public health and sanitation risks associated from concentrated waterfowl feeding efforts which include unsanitary conditions from excessive droppings in public areas, walkways and play areas. Additional public safety concerns raised by concentrated waterfowl feeding include aggressive behavior by waterfowl and degraded water quality in the Saginaw River. This article is also intended to protect native waterfowl by minimizing the negative effects of concentrated waterfowl feeding which includes wing deformity caused by diets heavy in breads, spreading of diseases from waterfowl in close contact and hindering the natural need for waterfowl to migrate.
