§ 106-411. Meter bypass.
On all meter services, two inches and larger, there shall be installed a bypass around the meter connected to the service pipe through a tee of the same diameter as the service pipe. The material used in the bypass must be of "K" copper quality pipe, or class 150 AWWA standard cast iron water pipe with a brass or cast iron gate valve. Bypass pipe may be one size smaller than the inlet service. The bypass valve will be closed and sealed by the water department. In an emergency, the customer may break the seal and open the bypass valve. The water department shall be notified of such action at once or, if this is not possible, within 48 hours. If a bypass valve is found open and proper notification has not been made to the water department then such use will be considered an unlawful use of city water. In such case, water may be turned off and not turned on again until the bill for the estimated quantity of water used, plus a charge set by the superintendent based on costs, and reviewed annually, has been paid for such unlawful use of city water.
